The J1 visa program enables foreign students to participate in work/study programs in the USA. Many of these students work in low-paying tourism jobs.

The Trump administration's "Buy American, Hire American" (BAHA) executive order is seen as a threat to continuation of the J1 program.

BAHA is fine in principle, but many Americans - students and others - won't take low-paying service jobs like those in which J1 visa holders typically work.

Without J1 workers, large parts of the US tourism industry will grind to a halt in peak season. US immigration law needs an overhaul.
