NY adds RI to COVID-19 hotspot lists, NYC sets up checkpoints

On Tuesday 4 August 2020 NY Gov. Mario Cuomo removed Delaware and Washington DC from the State's list of states whose residents must quarantine for 14 days upon entering NY, but added Rhode Island.

States are removed from or added to Cuomo's list according to (1) positive COVID-19 test rate being lower or higher than 10 per 100,000 residents, or (2) positivity rate being less than or greater than 10%.

Here is the full list of quarantine states as of 4 August:

Meanwhile, on Wednesday, NYC Mayor Bill de Blasio announced the establishment of COVID-19 quarantine checkpoints manned by law-enforcement personnel at key entry points to the city.

Visitors entering from, and residents returning from, NY's list of 30+ COVID-19 "hotspot states" will be required to complete health forms in support of contract-tracing efforts.

Mr. de Blasio said that travelers coming in from the hotspot states will be reminded that quarantine is "required and not optional," and that anyone not in compliance is subject to fines.

Various law-enforcement agencies will staff the checkpoints at major bridges and tunnels, coordinated by the NYC Sheriff's Office.

City officials have said that food and medication delivery assistance will be available to those in quarantine.
